need a act of courage on the Milan and Lombardy, a strong sign of discontinuity with the past and a sign of innovation policy to the party and to the public. Choose candidates for Parliament with the primary means all. That's why we ask our party to take this decision, which will then be discussed in the regional directorates and provincial, and ask that you take it in complete autonomy. We demand that the Lombardy advocates for the new method of selection of the representatives of the territories in Rome, thus paving the way for a path of innovation policy for which we are confident that our party has a strong need.
We ask appealing to the spirit of the positions taken on several occasions by Bersani and other leaders. A party that belongs to its members and its voters, a national party organized on a federal basis, in which the voice of the territories should be able to express in its fullness in all the national bodies, stated the positions that are the basis of the last Congress .
We ask because we believe the primary one basic tool, able to involve in the selection of candidates for elective positions, first and foremost when, as happens with the electoral law policies in force (an unjust law that our party is working to change), in elections there is no preferential voting.
We ask this now because we believe that the fall of the government crisis requires it. Soon there will be an important political step that could lead to the approach of an election date. The need to do now is to clear a shortcut, to choose the norm internal selection of our party, as opposed to elections, not to be, as has already happened several times not to do so because in an emergency. If there are elections we will have to make policy and programmatic discussions that will decide the future of our Party and around the center-left. At that time there will be time to take care of our internal democracy, the overlap of these two moments would only consequence of taking hasty decisions-emergency and certainly not helpful to a campaign in itself difficult, in the service of which will put all our strength.
I now ask because we believe it is necessary to resume as soon as a virtuous relationship with our world. The data on turnout in the primaries for municipal Milanese of our voters, less than in previous consultations, stressed that this relationship is in crisis. There is a growing distance between the top and base of the party, a distance that we believe should be shortened, with a strong and determined.
What is needed, and we want to say clearly, is urgently needed to rebuild a relationship between representatives and represented, that re-create a virtuous circle, leading to real and alleged representations. The territories must have a direct and Trust with their own representatives in institutions, particularly with parliamentary representation. They should not live, as unfortunately too often happened in the past, thanks to an unfair electoral law, elected as an expression of exhausting mediation or dropped from the top choices. Do not put hand to these limits would deny one of the founding principles of our party, that of participatory democracy, and would remove a step-election political decisive for the future of this country and our party. Being evasive and delaying the choices would be detrimental to the need for mobilization convinced of our electorate and our party, necessary to support the next difficult election campaign.
We urge that the party take a clear direction, that all candidates for the Parliament, even those in first term, should be chosen through the primaries, this guarantee, as stipulated in the Statute, 50 per cent representation of women , and can not rely on any exceptions those who have already earned two terms in legislative bodies (national and European Parliament or the regional council), as already foreseen in the Charter of the Democratic Party for the Lombardy regional council.
